rename `conduit_cache_capacity_modifier` to `cache_capacity_modifier` 


this prefix causes you to require setting the environment variable
to `CONDUWUIT_CONDUIT_CACHE_CAPACITY_MODIFIER`

alias this so we dont break any configs
